Park County: Fatal Officer-Involved Shooting to Be Reviewed By Outside Jurisdiction

The investigation into the shooting involving a Park County Sheriff’s Deputy in August 2022 will be reviewed outside Park County, as details of the fatal encounter are revealed for the first time.

On Wednesday, Feb. 1, the Park County Sheriff’s Office released an update on the status of an investigation into a fatal shooting from August 2022. After the conclusion of an investigation by the Wyoming Division of Criminal Investigation, the case is moving outside the county for another review.

At 2:56 p.m. on Tuesday, Aug. 30, Park County Sheriff’s Deputy Lieutenant Mark Kartman attempted to make a traffic stop. The suspect – 37-year-old Jack McGlothlin – had an active warrant for Criminal Trespass and Stalking. As the deputy approached, McGlothlin fled and a pursuit ensued.

When McGlothlin eventually stopped on a canal road, he got out of his vehicle and pointed a firearm at Lieutenant Kartman. He then charged the deputy with the weapon. After a physical confrontation, shots were fired.

McGlothlin was pronounced deceased at the scene.  Lieutenant Hartman was uninjured.

Now that the initial investigation has concluded, the Park County Attorney is passing the case to another prosecutor outside Park County to avoid a conflict of interest.

Initially, an investigation was conducted at the scene by the Division of Criminal Investigation’s (D.C.I.) Officer Involved Shooting Investigative Team (O.I.S.) Now that the investigation has been completed, the D.C.I. investigative report has been forwarded to the Park County and Prosecuting Attorney’s Office.

However, Park County Prosecuting Attorney Bryan Skoric has forwarded the case to an outside prosecutor from another jurisdiction for review. Since Skoric already represents the Park County Sheriff’s Office, any involvement with the investigation would be a conflict of interest.

Lieutenant Hartman currently oversees the Patrol Division of the Park County Sheriff’s Office. Originally from Findlay, Ohio, Lt. Harman and his family moved to Powell in 1993. He began his career with the Park County Sheriff’s Office in February of 2003 as a patrol deputy.

In March 2013, Hartman was promoted to sergeant in charge of the Powell Patrol Division in March of 2012. He was promoted to Patrol Lieutenant in 2018.
