A special meeting was called to order at Cody City Hall at 5:30PM on Tuesday night.
There were several discussion items.
The first item discussed was the 2026 Concerts in the Park and Mobile Vendor Parking. 2025 was a very successful year for Concerts in the Park! For 2026, Concerts in the Park wants to put on 8 concerts this year with 2 concerts in June. All of the rest of the concerts in 2026 would take place after the 4th of July. Also, the west side of 10th street will be blocked off for Mobile Vendor Parking for Concerts in the Park 2026.
There was a proposed Park County Dispatch Radio Console Upgrade. The current dispatch console system is around 10 years old and working fine but replacement parts are getting hard to find. The console upgrade was first approached in February 2024 around two years ago. Total estimate for a new system upgrade is sitting right now at $380,000.00. The city of Cody’s portion for this would be approximately 50% $182,000.00. This still needs to be approved by City Council.
Change order No. 3 with Western Municipal Construction for the North Lift Station Improvements Project. This would need a budget amendment and will be discussed at the next city council meeting on March 3rd.
Tree Streets Waterline Replacement Project, Phase 2. Substantial completion for the project will be June 30, 2026. And final completion is scheduled for July 30, 2026. This will also be brought forward at the next city council meeting on March 3rd.
Agreement for Independent Contractor Services between the City of Cody and Pawnee Irrigation Evergreen Landscapes for the Dorse Miller Park Irrigation System Replacement. An estimate of $49,060.00 was presented which was right in line with what the Council wanted for an estimate. This will also be discussed at the next city council meeting on Tuesday March 3rd.
There was also a lengthy discussion regarding the renovation of Cody Auditorium! If the building is going to continue to be used there are several upgrades that will be needed. Mayor Reiter and Cody City Administrator Tony Tolstedt have been in contact with Ayers Company regarding the upgrades to the Cody Auditorium. Ayers Company will be beginning the new update conversation of the Cody Auditorium at the City of Cody’s next work session on March 10th at Cody City Hall Council Chambers. Mayor Reiter also pointed out that there are Community Center upgrades going forward in Powell and Meeteetse and that Cody could add to the momentum of this and that now would be a good time for updating Cody Auditorium. The mayor also encouraged Cody citizens to attend the next work session on March 10th and address Ayers Company on changes that need to be made at Cody Auditorium.
At the end of the City of Cody Special Meeting, City of Cody Public Works Director/City Engineer Phillip M. Bowman announced that he would be retiring from the City of Cody on August 7th, 2026. If there is not a successor in place at that time Bowman said he “would extend”.
